Charina L. Allen-Beasley, President, Founder

Ms. Charina L. Allen-Beasley, President, ABC Affordable Housing Services has over 18 years experience in the local, state (Texas and Pennsylvania), and federally assisted, affordable housing industry with 5 years experience working directly in disaster housing programs. She worked on the front end of the creation of Federal Emergency Management Agency (FEMA)/U.S. Department of Housing and Urban Development (HUD) Disaster Housing Programs. From its inception she assisted HUD in laying the foundation for policies and procedures for the formation of the initial FEMA/HUD Katrina Disaster Housing Assistance Program (KDHAP) implemented in the 4th quarter of 2005.

Her disaster experience continued with the operation of the Katrina/Rita Disaster Voucher Program (DVP), DHAP (Katrina/Rita), and ultimately through the DHAP-Ike for families adversely affected by Hurricanes Ike and Gustav. In addition, Ms. Allen-Beasley has managed the largest DHAP-Ike in the U.S. from the epicenter (Galveston, TX) of Hurricane Ike through the Galveston Housing Authority and led the operation of the 2nd largest DHAP-Katrina in the U.S. through the Houston (TX) Housing Authority.

She has operated and managed high performing Housing Choice Voucher (formerly known as Section 8), Low Income Public Housing and Section 8 Moderate Rehabilitation Programs, and partnered with the cities of Houston and Galveston to assist Participant Families in qualifying for CDBG funds to provide down payment assistance for Public Housing Authority (PHA) Homeownership Programs. In the area of HUD program compliance Ms. Allen-Beasley has worked with HUD guidelines set forth by the Code of Federal Regulations (CFR), Title 24–Housing and Urban Development for 24 CFR ยง 570: CDBG, 882: Section 8 Moderate Rehabilitation Program, 902: Public Housing Assessment System (PHAS), 960: Admission to, and occupancy of, public housing, 982: Section 8 tenant-based assistance: housing choice voucher program, and 985: Section 8 Management Assessment Program (SEMAP).

Stephanie Thomas, Vice-President, Administration

Ms. Stephanie Taylor-Thomas has 14 years of housing industry experience in the Section 8 Housing Choice Voucher Programs. Ms. Thomas has held various positions in HUD Programs ensuring program compliance and audit readiness as well as timely and customer-oriented service to Participant Families. She has expertise in assisting and working with disabled and special assistance families with extraordinary and unique circumstances, and has partnered with community services entities including the Mental Health Mental Retardation Authority of Harris County (MHMRA) and the Houston Center for Independent Living (HCIL) to provide housing assistance to qualified families. Ms. Thomas has extensive disaster housing program knowledge and worked closely with FEMA and HUD immediately following Hurricane Katrina. In addition to her federally subsidized housing service experience, Ms. Thomas also has 4 years of private sector homeownership community management experience overseeing fiscal and operational management of private sector homeownership development activities.
